1. League Setup

1.1 There will be ten teams divided into 2 5-team divisions.

1.2 Each team will play 20 games against every other team in your division with two "wild card" games, and 16 games against every other team in the other division,  for a total of 162.

 

2. Roster Limits

2.1 Active rosters are limited to 25 players.

2.2 Reserve rosters are limited to 10 players during the season.

2.3 Any manager with more than 10 players on his reserve roster at the beginning of the season will inform the Commissioner as to which players will be cut to decrease his roster to the maximum.

2.4 Cut players will be placed in the free agent pool to be drafted with the rookies during the next rookie draft. Once placed in the free agent pool, players will be unavailable until the next year's draft.

2.5 The active rosters will expand to 35 players around September 1 of the season.

 

3. League Eligibility

3.1 All American League carded players are eligible to be drafted.

3.1.1 Exception: For seasons with "computer-only" players, only hitters with >=50 ABs and pitchers with >=25 IP are eligible for the draft, regardless of whether or not they are carded.

3.2 Teams retain the rights of all players until they move to the National League.

3.2.1 If a player plays during a season but is not carded, his rights are still retained by his team.  He cannot be used and he counts against the roster size limit.

3.2.2 If a player does not play at all during a season, his rights are still retained by his team if he returns to the AL.  He counts against the roster size limit.

3.3 If a player is traded to the NL during the season, only his AL card will be used for the AL number of at-bats/innings pitched.

3.4 If a player is traded to the AL during the season, he is eligible for the draft and only his AL card will be used for the AL number of at-bats/innings pitched.

3.5 If a player begins the season in the AL, is traded to the NL and then traded back to AL in the same season, if it is the same year he got drafted then the team can keep him, otherwise if he is a “veteran” his right will be lost.

 

4. Player Usage Limits – Regular Season

4.1 Position Players are limited to their total regular season at-bats.

4.2 Pitchers are limited to their total regular season innings pitched.

4.2.1 Starters with at least 240 innings pitched are A starters.  All other starters are B starters.  Relievers may not start.

4.2.2 Starters must be rested according to the following chart:

4.2.3 Relievers' rest is reset at the start of each series and handled by the game.

4.3 Fatigue is reset for both teams at the beginning of each series.

 

5. Player Usage/Rest Penalties

5.1 Managers are responsible for monitoring their player/pitcher usage.

5.2 A player that exceeds his usage limit is subject to the following penalties:

5.2.1 Player is ineligible for the playoffs

5.2.1 On the first violation in a season, the offending team will lose its 3rd round pick in the next season's draft.

5.2.2 For the second violation, the offending team will lose its 2nd round pick in the next season's draft.

5.2.3 For the third violation, the offending team will lose its 1st round pick in the next season's draft.

5.2.4 For subsequent violations, the team will lose its pitcher with the most innings pitched in the following season.

5.2.5 If a team has traded a pick it is required to forfeit, it will forfeit another pick in the same round, if it has one.  If it has multiple picks in the round, it will forfeit the higher one (closer to the start of the round).

5.2.6 If a team has no picks in the round to forfeit, it will forfeit its next highest pick.

5.2.7 If a team has no higher picks left, it will immediately lose its pitcher with the most innings pitched in the following season.

5.3 If a manager believes that it is possible that a player/pitcher might exceed his limit during a series, he is responsible for including instructions regarding that pitcher/player with his other instructions for the series.

5.3.1 If a violation occurs as a result of the opposing manager not following the provided instructions, then no penalty is assessed.

5.4 Double plays, triple plays, or caught stealing resulting in over usage of a pitcher do not count as a violation, but should be reported to the Commissioner immediately to prevent misunderstanding.

5.5 If over usage results from a player exceeding his "expected max usage" in a series, no penalty is assessed.

5.5.1 Expected max usage for hitters is 7 ABs per game started and 4 ABs per game on the bench.  So a hitter who starts two games and is on the bench for one game in a three game series has an expected max usage of 18 ABs (7 + 7 + 4).

5.5.2 Expected max usage for starting pitchers is 10 IP per game started.

5.5.3 Expected max usage for relievers is 2 * Fatigue * # of games.  So a reliever with a fatigue of 2 has an expected max usage of 12 IP in a three game series (2 * 2 * 3).

5.6 A team starting a pitcher without proper rest will receive a warning for the first violation.  Any second and subsequent violations will result in the penalties in rule 5.2 for overusage.

 

6. Season Schedule

6.1 The season schedule will be prepared by the Commissioner or designee and will be 162 games long.

6.2 The season schedule will be distributed to the active managers no later than two weeks prior to the beginning of the season.

6.3 The league plays a 162 game season.

6.3.1 Each team will play 20 games against every other team in its division, and 16 games against each team in the other division.

6.3.2 Each team will have two "wild card" games against teams randomly chosen from its division.

 

7. Playoff Procedures and Playoff Usage Limits

7.1 Playoff teams and teams in realistic contention must submit their 25-man playoff roster before the end of the season.

7.1.1 Failure to turn in a playoff roster on time will result in loss of the team’s 7th round draft pick in the upcoming draft.

7.1.1.1 If a team has no picks in the 7th round to forfeit, it will forfeit its next highest pick.

7.1.1.2 If a team has no higher picks left, it will immediately lose its pitcher with the most innings pitched in the following season.

7.1.2 Playoff Usage Limits:

-         Fatigue is reset each time the series switches cities.

-         Pitchers are limited to 10% of their regular season limit, rounded up, in a playoff series.  So a pitcher with 53 IP can pitch 6 innings in a series.

-         Starting pitchers’ rest carries over from the regular season and must be rested according to chart in section 4.2.2 throughout the playoffs.

-         Regarding starting pitchers, there will be one day of rest between the regular season and the playoffs, when a series changes cities, and between the final game of round 1 and the World Series.

-         Players with <100 at-bats are ineligible.

-         Players with >=100 and <200 at-bats may play two games in a series.

-         Players with >=200 and <400 at-bats may play five games in a best of seven series.

-         Players with >=400 at-bats can play unlimited.

-         A game is defined as two or more plate appearances.

7.1.3 Players that were overused during the regular season are ineligible.

7.1.3.1 A team that uses an ineligible player will lose that roster spot for the remainder of the playoffs and have its choice of one of two penalties:

-         Forfeiture of the game with player stats and usage accumulated during the game still counting. This option can only be chosen if the offending team won.

Or

-         Loss of 3rd round pick in the next draft. If a team has no picks in the 3rd round to forfeit, it will forfeit its next highest pick. If a team has no higher picks left, it will immediately lose its pitcher with the most innings pitched in the following season. In this case, the opponent can opt to have the game replayed, but the penalty would still stand.

7.2 The playoffs will consist of the two division winners and two wild card teams, the two teams with the best records after the division winners.

7.2.1 The division winner with the best record will be seeded #1, the other division winner will be seeded #2, the wild card team with the best record will be seeded #3, and the other wild card team will be seeded #4.

7.2.2 The #1 seed will play the #4 seed and the #2 seed will play the #3 seed in the first round.

7.2.3 The winners of the first round will play in the World Series.

7.2.4 All series will be best-of-seven games with the higher seed having home field advantage in a 2-3-2 format.

7.3 In the event of a tie in the standings:

7.3.1 A Tie for fourth will be broken by adding a single game to the regular season, on the day after game 162.

7.3.1.1 Usage does not count against the regular season limit.

7.3.1.2 Roster/rotation/rest will be the same as were in place continuing from game 162.

7.3.1.3 Players with <200 at-bats or <40 innings pitched are not eligible.

7.3.2 In the event of a tie between three or more teams for the final playoff spot, the commissioner will decide how the tie will be broken.

7.3.3 Ties between teams both making the playoffs DO NOT require an additional game added to the regular season.

7.3.4 Ties between teams both not making the playoffs DO NOT require an additional game added to the regular season.

7.3.5 In the event of a tie as described in 7.3.3 or 7.3.4, the tie will be broken for draft order purpose and playoff seeding and home field advantages/division winner in the following manner, with the winner being considered to have the better record:

7.3.5.1 Head-to-Head Record

7.3.5.2 Road-Home Record (better road record wins)

7.34.5.3 Coin Flip

7.4 Some form of head-to-head play (NetPlay, NetMeeting, etc.) is encouraged during the playoffs.

7.4.1 If games can’t be completed in a timely fashion, about 2 weeks, the commissioner will ask that games be played via CM’s to keep things moving along until the managers are able to hook up to play head-to-head.

7.4.2 If games aren’t being completed, a firm deadline will be set for the series to be completed after which the games will be autoplayed on the commissioner’s computer.

7.4.2.1 If the series is to be autoplayed and the commissioner is in the payoffs, another manager will autoplay the games, with the co-commissioner being first choice, unless he’s in the playoffs also.

 

8. Drafts

8.1 All carded American League players not on league rosters are eligible for the draft.

8.1.1 Exception: For seasons with "computer-only" players, only hitters with >=50 ABs and pitchers with >=25 IP are eligible for the draft, regardless of whether or not they are carded.

8.2 The draft order for the first round is as follows:

8.2.1 A lottery will be held for the non-playoff teams. These teams will have equal chance of obtaining one of the top three picks.

8.2.2 Managers will submit a guess of a number between 1 and 1000 with the winning number being given by a third party.

8.2.3 The number range is circular. This means that #2 is just as good as #999.

8.2.4 The three teams closest to the winning number pick 1 through 3. The lottery losers will pick 4 through 6 in reverse order of finish.

8.2.5 Playoff teams will pick 7th to 10th in reverse order of finish.

8.3 The draft order for the second round and on will be in reverse order of regular season record, with the team with the worst record picking first through to the team with the best record picking tenth.

8.4 Draft picks may only be traded for the next draft regardless of when that draft will occur. Draft picks beyond the next draft may not be traded.

8.5 After the draft, any team with more than 35 players on their roster must cut players to get their roster down to 35.

8.5.1 Teams may cut down to below 35 if they wish to participate in the supplemental draft.

8.6 Players that are cut after the draft and any players not drafted will comprise the draft pool for the supplemental draft.

 

9. Ball Park Selection

9.1 The league will use ballpark effects for all seasons that Strat has implemented them.

9.2 Prior to the first season of play, teams will draft ballparks from the American League, in reverse order of the first round of the player draft..

9.3 Teams will use the same ballparks for subsequent seasons, with the ratings that are provided for that season.

 

10. Team Playing Guidelines

10.1 Pitching rotations for an upcoming series must be posted by the home teams no later than Monday of the week in which the games are to be played.

10.1.1 Managers may indicate an either/or situation for starting pitchers, i.e., "Game 1 - Ryan, Game 2 - Guidry, Game 3 - Palmer or Hunter" when the manager may use one of two pitchers depending on the games preceding the series.

10.2 Visiting teams will submit computer mangers to the home teams by Tuesday of the week in which the games are to be played.  The visiting team must name their starters for the series.

10.2.1 Visiting teams cannot include additional instructions besides the mgr file, starting pitchers, and lineups, except for usage limitations, such as "Limit Carew to 4 ABs, then replace him with the first available of Evans, Rice, Jackson." 

10.3 The results of the series are due by Sunday night ending the week in which they are scheduled to be played.

10.3.1 Send a zip file named according to the naming conventions and containing the game files and box scores to the opposing manager, and the commissioner.  The box scores should include the play-by-play and scoresheets.

10.3.2 Send a recap of the series to all the managers in the league.  At a minimum, this can include just the game stories that the game generates, but managers are encouraged to write their own recaps.

10.4 If the manager who plays a series does not follow the opposing manager's instructions correctly, the opposing manager will have the following options, regardless of the outcome of the game:

10.4.1 Have the entire game replayed.

10.4.2 Have the game replayed from the point of the incorrect action.

10.4.3 Let the game stand as played with all usage counting toward the season limits. If this results in a player exceeding his usage limit, he is not subject to overusage penalties.

10.5 If a manager has not sent his starters or instructions to the opposing manager by Thursday morning of the week the games are to be played and the manager has not contacted his opponent and the commissioner about the status of the info, the opposing manager can play the games using the computer manager already in the roster files.

10.5.1 Inactivate any players that have no usage remaining.

10.5.2 Accept the lineup created by the game.

10.5.3 If starters were never provided then start the starters with the most IP remaining in order.

10.5.4 If this results in a starter not receiving the proper rest, no penalty will be assessed for the violation.

10.6 If a manager notifies the opposing manager that he will be late sending starters or instructions or will be late playing the games due to acceptable non-league causes, the opposing manager can not play the games under rule 10.5 and no late penalties will be assessed.

10.7 If a manager is late sending out instructions or playing games and has not contacted the commissioner regarding the status of his availability, the following penalties will be assessed:

10.7.1 A warning will be issued for the first offense.

10.7.2  On the second violation in a season, the team will lose its 7th round pick in the next season's draft.

10.7.3 For the third violation, the offending team will lose its 6th round pick in the next season's draft.

10.7.4 After the fourth violation, a league vote will be taken on whether to expel the manager.  He will be expelled by a simple majority.  If the league votes to retain him, the team will lose it's 5th round pick in the next season's draft.

10.7.5 On subsequent violations, league votes will be taken on whether to expel the manager.  If he is retained, the team will lose its draft picks from successively higher rounds.

10.7.6 If a team has traded a pick it is required to forefeit, it will forefeit another pick in the same round, if it has one.  If it has multiple picks in the round, it will forefeit the higher one (closer to the start of the round).

10.7.7 If a team has no picks in the round to forefeit, it will forefeit its next highest pick.

10.7.8 If a team has no higher picks left, it will immediately lose its pitcher with the most innings pitched in the following season.

 

11. Roster Changes

11.1 The League must be notified of any roster change by e-mail no more than three days after a change has been made.

11.2 A Player may be sent down to the minors a maximum of twice in a season with no penalty.

11.2.1 If a manager wishes to send a player down for a third time during the same season, the player must clear waivers by being offered to each of the remaining managers in order of the current standings, from worst to first, until all managers have passed on the player.

11.2.2 If a player clears waivers, he must remain in the minors for the rest of the season.

11.2.3 If a player does not clear waivers the manager placing the player on waivers may elect to keep the player on his major league roster for the rest of the season.

11.2.4 The options are reset for a player who is traded during the season, so he can be sent down twice by his new team regardless of how many times he was sent down by his old team.

12.3 Please note that closer rules will be used when the game company started using the rating.  In the meantime it must be turned off since all relievers will have ‘N’ closer ratings and thus be fatigued in all closer situations.

 

13. Inactive Teams

13.1 If a team becomes inactive, the league will attempt to recruit a replacement manager.

13.2 If the team becomes inactive during the play of a season, and a replacement manager is not available, the Commissioner will ask for a volunteer to provide mgr files and instructions for the team.

13.2.1 All of the team's home games will be played by the opposing managers.  If an opposing manager does not want to play the series, the commissioner will autoplay it.

13.2.2 If the inactive team should qualify for a playoff spot, the next eligible team will take the playoff spot.

13.3 If a team is inactive prior to the beginning of a season, and a replacement manager can not be found, the commissioner or a designated manager will provide mgr files and instructions for the team.

13.4 Inactive teams will always draft last during a draft.

 

14. Rule Changes

14.1 Any active manager who has played at least one full season may submit league rule change suggestions/recommendations to the Commissioner.

14.2 League rule changes require the approval of 70% of the active managers, except for the clutch rule which requires a unanimous vote to change.

14.3 Rule changes will be added to the Bylaws and posted on the web site as soon as possible after the rule change has been approved.

14.3.1 The Commissioner will notify all managers of the rule change via e-mail within two days of approval.

14.4 Rule changes will go into effect at the beginning of the next season.

 

15. Commissioner and Co-Commissioner

15.1 An active manager will each hold the Commissioner’s and Co-Commissioner’s position.

15.2 The Co-Commissioner will perform the Commissioner’s duties when the Commission cannot, such as going out of town, too busy, anything that prevents him from keeping the league moving for a period of time, etc.

15.3 The Commissioner or his designee is responsible for the following:

15.3.1 Establishing the playing schedule and distributing the schedule for the season to be played.

15.3.2 Reviewing all trades to ensure that they are "in the best interest of the league".

15.3.2.1 If a trade is determined by the Commissioner to not be "in the best interest of the league", the Commissioner will call for a vote by active managers to approve the trade.

15.3.2.2 Two thirds of the managers not involved in the trade must vote against the trade to void it.

15.3.3 Chairing the meetings held by the league.

15.3.4 Maintaining current rosters of all active teams, and distributing copies of these rosters to all active managers.

15.3.4.1 Managers must submit rosters changes to the Commissioner no later than five working days after the completion of such roster changes.

15.3.5 Compiling and distributing a list of the available rookies for the annual draft to all active managers.

 

16. Playing Costs

16.1 Each league member will purchase the CD-ROM game disk each year, to maintain the latest version of the game.

 16.1.1 The league will complete the current season before upgrading to the new version.

16.2 Each league member will purchase the roster disk for the current season.

 

17. File Naming Conventions

17.1 Save the game files for each game. The game saves the files with the following format: 1982gr73.H01 and 1982gr73.V01 where 1982gr is the league, 73 is an identifier the game uses for the teams, and H01 is for the home team and V01 is for the visiting team.   Subsequent games in a series have the file extensions increment to H02 and V02 and so on.

17.2 DO NOT RENAME THE GAME FILES.

17.3 The game files will be saved in the Export directory.  After creating the zip file (see below) remove the files from the Export directory to avoid confusion with other files.

17.4 Save the Boxscore, Play-by-Play (PBP), and score sheet in one .prt file.  The game saves a separate file for each game in a series and they should be named using the following format:

17.4.1 Game1.prt where 1 is the number of the game in the series.  So a three-game series would have Game1.prt, Game2.prt, and Game3.prt.

17.5 Create a zip file for the series containing two game files and the boxscores for each game.  Name the file using the format 001-dsd.zip where 001 is the day of the first game of the series and dsd is the home team.  A three-game series will have 9 files.

17.6 Managers are required to send the completed zip file to the Commissioner, the Statman, and the opposing manager no later than Midnight Sunday of the week in which the games were to be played.
